Queensland Government Lean Construction Draft Principles – Briefing and Consultation

Lean construction is based on the concepts of lean manufacturing – maximise value and minimise waste. It aims to reduce the variability often seen in construction projects and minimise the cost of the remaining predictable processes to better manage the construction process towards meeting the expectations of the customer. Simply, reduce waste to improve value.

The Queensland public sector, as a major purchaser of construction, compels companies into the associated government procurement processes. Government contracting is extremely strict in terms of both what should be built and how it should be built, which restricts firms from adopting innovative and productivity-improving approaches. In response to the productivity challenges in the construction industry, companies are also fundamentally rethinking the way they plan, manage and execute large capital projects, building on the same lean principles that have driven dramatic productivity and quality improvements in the manufacturing sector.

The Queensland Government is releasing a Draft Principles for Lean Construction which it proposes will apply to all government departments that include construction as part of their service delivery. The draft principles will be made available for public comment from  3 February 2020 to 3 April 2020.

The Lean Construction Australia and New Zealand is holding a free event to discuss the draft principles, in context with internationally renowned lean thinker Alan Mossman.

Alan Mossman

Principal of The Change Business. Lean Consultant, Coach and Author

An adviser on lean transformation and Last Planner in design and construction, Alan trained as an architect and then in management and organisation development.

After working in a variety of roles, he only returned to construction in 2001, building on his knowledge and understanding of collaboration, systems thinking, variation, quality and lean. Based in the UK, he has coached design and construction teams implementing Lean and Last Planner for clients around the world.

Alan is founder member of the LCI Education Committee in the US and Editor-at-Large of the Lean Construction Journal, he hosts a number of lean construction groups on LinkedIn, such as the Lean Construction Network. He studies lean transformations in construction and design organisations and is a co-developer of the Villego simulation.

Andrew Curthoys

Andrew Curthoys, Director, Innovation and Engagement, Department of State Development, Manufacturing, Infrastructure and Planning

Andrew has been responsible for leading project teams and organisational divisions within various Queensland Government departments and at the Queensland Performing Arts Centre (a statutory authority). He has managed multiple, complex and high-level sensitive projects within the Queensland Government since 1993. From 1988 Andrew worked in Local Government as a Town Planner. His roles have ranged from provision of executive level policy advice for whole-of-government teams, through to delivering multi-dimensional projects and sensitive election commitments.
